At the core of ICL's mission is the empowerment of people with serious behavioral and other challenges to achieve their life goals in the mainstream of the community. Based in New York City, ICL offers a broad array of health, behavioral health, residential, and family and child services. It also provides specialized services to adults with intellectual and developmental disabilities.  Additionally, ICL operates two specialized residences for the homeless.
