Job Summary: As a key member of the Executive Team and under the general direction of the Executive Vice President/Chief Operating Officer, the Chief Program Officer, is responsible for the design and implementation of programs that assist people getting better as quickly as possible. This position is responsible for the day-to-day operation of all aspects of the service delivery operations of the corporation and its affiliates. This position is responsible for the day-to-day implementation of agency policies and procedures as well as annual goals and objectives, outcomes and for service-delivery program management of the corporation. The Chief Program Officer coordinates with the Executive Vice President/Chief Operating Officer, Chief Financial Officer, Associate Executive Vice President, Administration Services, Chief Medical Officer, Program Design, Evaluation and Systems Implementation and the Chief Quality Assurance and Corporate Compliance Officer as appropriate to insure effective and efficient company operations.

1. Administration of overall day-to-day operation of corporate and affiliate service delivery programs including but not limited to:
1.1. The day-to-day implementation and accomplishment of the annual management plan pertaining to program services as approved by the Board of Directors;
1.2. The day-to-day implementation of the annual budget, including monitoring, evaluating, and appropriately responding to reports involving revenue generation, revenue collection and expenses;
1.3. Monitoring and evaluating compliance with service delivery-related contracts taking appropriate action to ensure compliance;
1.4. Monitoring, evaluating and promoting the effectiveness, efficiency, access to and stakeholder satisfaction with program services;
1.5. Monitoring and evaluating the quality and outcomes of program services and promoting continuous quality improvement by striving to implement
evidence-based and best practice business and service delivery processes wherever possible and feasible;
1.6. Ensuring compliance with federal, state and local laws and regulations, accreditation standards and agency policies and procedures;
1.7. Allocating resources as necessary and feasible to maintain or improve program effectiveness and efficiency;
1.8. Coordinating and conducting productivity reviews with Administrative/ Finance/Program Operations staffs, taking action as appropriate.
1.9. Ensure SVPs have the skills and tools to manage all program and business functions of their Divisions.
2. Serve as liaison with other organizations as appropriate, such as the New York State Office of Mental Health, New York State Office of People with Developmental Disabilities, New York City Department of Health and Mental Hygiene, and other federal and state agencies involved in the funding or regulatory oversight of programs operated by the corporation.
3. Serve as the liaison with Managed Care and other third party entities, to ensure contractual compliance and develop service models that are responsive to the needs of such entities.
4. Provide information, advice, and counsel to the Executive Vice President/Chief Operating Officer in the creation of program service delivery objectives, policies and procedures, and the strategic direction of the corporation.
5. Function as the Executive Director of the agency in the absence of the President/CEO and Executive Vice President/Chief Operating Officer as designated by either the President/CEO or the Board of Directors.
6. Supervise: Senior Vice President, Intellectual/ Developmental Disabilities Services/Executive Director, ICL Joselow House, Inc.; Senior Vice President, Adult Mental Health Services, Brooklyn; Senior Vice President, Adult Mental Health Services, Bronx, Queens, and Manhattan/Executive Director, Pennsylvania ICL, Inc.; and Senior Vice President, Child and Family Services. Supervision includes but is not limited to: Planning, assigning and directing of work; appraising performance; rewarding and disciplining; and addressing complaints and resolving problems.
7. Participate in strategic planning for design and implementation of clinical programming to meet needs of people served, including coordination and preparation of responses to Requests for Proposals.
8. Represent ICL at various outside meetings as assigned.
9. Attend and chair/co-chair meetings as assigned. This includes serving as a member of affiliate boards of directors.
10. Perform other executive management tasks as assigned.
|Qualifications:||MINIMUM QUALIFICATIONS AND EXPERIENCE REQUIREMENTS|
• Terminal degree in Social Work (LCSW, DSW), Psychology (PhD or PsyD), Law (JD), Nursing (MSN, NP), Education (EdD), Psychiatry (MD) or related field from an accredited institution.
• Appropriate New York State license issued by State Department of Education
• Masters Degree in Business Administration or Public Administration (see associated experience requirement below)
• Must have 7 Years of progressively more responsible administrative in two of the
following four areas:
• Child Mental Health Services
• Intellectual Disabilities Services
• Adult Mental Health Services
• Health Care Delivery to Disabled Populations
• The last five years of this experience must have included responsibilities in the
• Financial management (i.e. preparation and management of budgets; responsibility for revenue generation and collection);
• Management of human resources (e.g. recruitment, retention)
• Contract management;
• Quality assurance and corporate compliance including responsibility for meeting licensing, certification and accreditation standards.
• An additional five years of experience as an executive manager is required in lieu of
a license for individuals with a Masters Degree in Business Administration or Public
ESSENTIAL KNOWLEDGE, SKILLS AND ABILITIES
• Knowledge of Federal and New York State laws and regulations and prevailing standards pertaining to behavioral health services
• In-depth knowledge of clinical interventions in behavioral health, including evidence-based and best practices strategies for symptom relief, rehabilitation and recovery
• Knowledge of Microsoft Office software
• Effective staff management skills: Selecting, training and developing employees; directing employees toward desired objectives; delegating, motivating, resolving problems; and controlling the essential work functions (developing performance standards, measuring results, taking corrective action and rewarding employees as appropriate)
• Effective organizational skills (e.g. planning, scheduling, prioritizing tasks, organizing and allocating resources)
• Financial/accounting skills sufficient to manage program budgets
• Effective writing and editing skills (e.g. create, compose, and edit written materials, including business reports and correspondence)
